REQUESTING THE GOVERNOR, THE STATE BOARD OF EDUCATION AND THE STATE DEPARTMENT OF PUBLIC EDUCATION TO IDENTIFY METHODS FOR BETTER INTEGRATION OF SOCIAL AND JUVENILE JUSTICE SUPPORT SYSTEMS INTO THE PUBLIC SCHOOLS.
WHEREAS, the education initiatives and accountability task force was established in 1999 by the New Mexico legislative council; and
WHEREAS, the education initiatives and accountability task force's overarching goal is to increase student achievement; and
WHEREAS, policymakers at all levels of government have realized that without proper care, nurturance and support, children have difficulty in learning when they enter school and in achieving subsequent success in school; and
WHEREAS, numerous studies have found that well designed and carefully targeted family support services can improve academic success; and
WHEREAS, many government policymakers are addressing student success and achievement with social and juvenile justice support systems collaboration and coordination with health services; and
WHEREAS, integrated social and juvenile justice support systems in the public schools would have a positive impact on the growth of children in our state; and
WHEREAS, while currently some social and juvenile justice support systems are integrated into the public schools, there is a need for further integration of social and juvenile justice support systems into the public schools;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the governor, the state board of education and the state department of public education work to further identify ways to improve the integration of social and juvenile justice support systems into the public schools; and
BE IT FURTHER RESOLVED that the state department of public education report to the appropriate legislative interim committee about current and additional recommendations toward the integration of social and juvenile justice support systems into the public schools by October 2000; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the governor, the chairman of the appropriate legislative interim committee, the state board of education and the superintendent of public instruction.
