A JOINT MEMORIAL

REQUESTING THE COURTS, CORRECTIONS AND CRIMINAL JUSTICE COMMITTEE TO RECEIVE REPORTS REGARDING OPERATION OF JUVENILE DRUG COURT PROGRAMS IN THE SECOND AND THIRD JUDICIAL DISTRICTS.



WHEREAS, there are currently two judicial districts with juvenile drug courts; and

WHEREAS, this year, ten more judicial districts will be funded through a federal grant program to create more juvenile drug courts; and

WHEREAS, the success of juvenile drug courts has been well documented; and

WHEREAS, statewide adoption and continued funding of juvenile drug courts would create consistency in penalties imposed by municipal and magistrate courts, allow for timely hearings and promote strong juvenile rehabilitation programs; and

WHEREAS, the juvenile drug court program involves both the offender and the parents in services such as education, counseling, community service, random testing and supervision; and

WHEREAS, many state agencies work together to tailor the juvenile drug court program to the needs of each youth to assist that youth in rehabilitation;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the juvenile drug court programs for the second and third judicial districts bring to the courts, corrections and criminal justice committee reports that include the level of community involvement in the programs, the number of graduates from the programs and the costs of administering the programs; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the chairman of the courts, corrections and criminal justice committee and to the presiding district court judges for the second and third judicial districts.
