EXPRESSING CONDOLENCE ON THE PASSING OF FORMER JUSTICE STANLEY F. FROST.
WHEREAS, Justice Stanley F. Frost served as a member of the New Mexico supreme court from 1991 to 1996 and as a district court judge for nineteen years; and
WHEREAS, Justice Frost received his bachelor's degree from New Mexico highlands university and his law degree from George Washington university and, after admission to the bar in 1967, he practiced law in Tucumcari; and
WHEREAS, as district judge of the tenth judicial district, Justice Frost was highly regarded throughout the state, being asked to preside over cases in twenty-four counties where local judges had been disqualified or recused; and
WHEREAS, Justice Frost was appointed by Governor Bruce King in 1991, and he won the election in 1992 to a full eight-year term; and
WHEREAS, due to personal reasons, he announced his retirement from the court in May 1996; and
WHEREAS, Justice Frost strove to build consensus and exercise evenhandedness and fairness in all his deliberations; and
WHEREAS, he passed away on May 17, 1999 at his home in Tucumcari;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that condolence be extended to the family of Justice Stanley F. Frost, a distinguished and devoted New Mexican; and
BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to his wife, Bonnie Frost.
