A JOINT MEMORIAL

REQUESTING THE MUNICIPAL BOUNDARY COMMISSION TO SUSPEND ANNEXATION ACTIONS UNTIL THE LEGISLATIVE INTERIM LAND USE COMMITTEE HAS STUDIED THE CURRENT ANNEXATION PROVISIONS IN THE NMSA 1978.



WHEREAS, city annexations affect public revenues, economic development and land use patterns; and

WHEREAS, annexation procedures are highly controversial and divisive; and

WHEREAS, the mayor and city council of Albuquerque oppose annexation of areas that the municipal boundary commission has voted to have annexed to the city; and

WHEREAS, the New Mexico legislative council has appointed the interim land use committee to study the state's land use laws, including annexation provisions;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the municipal boundary commission be requested to suspend all annexation proposals until the interim land use committee has studied the issue of annexations and made its recommendations to the legislature; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the municipal boundary commission and to members of the interim land use committee.
