SUMMARY



Synopsis of Bill



Senate Joint Memorial 39 requests that SDE conduct a thorough study of the curricula and graduation credits necessary to meet state and local content standards in math and science.



Significant Issues



The intent of the memorial is to strengthen math and science curricula in New Mexico high schools so graduates may be more successful in post-secondary studies and in the world of technology.



The memorial also requests that the study include representatives from all affected by the study of math and science, e.g., students, parents, teachers, university professors, leaders of teacher preparation programs and those supporting math, science and technology reform, administrators, the Commission on Higher Education, staff from national laboratories and other interested persons.



Results of the study are to be presented to the LESC and other appropriate interim legislative committees by August 15, 2000.





FISCAL IMPLICATIONS



No fiscal impact is presumed. While costs to conduct the study are not mentioned in the memorial, the breadth of stakeholder involvement could prove costly to SDE unless participating public and private entities are willing to share the travel and per diem costs.



ADMINISTRATIVE IMPLICATIONS



The breadth of the study suggests SDE staff would be required to provide considerable time to the involving stakeholders and conducting the study.
