SUMMARY
Synopsis of Bill
SJM 6 resolves that :
- •the EPSDT steering committee continue its effort to improve both the quality of the
EPSDT program and the rate of participation
- •the behavior health managed care organizations serving medicaid clients be invited to
participate in the EPSDT steering committee
- •the EPSDT steering committee develop recommendations to encourage families to
continue to use the program beyond the initial early testing
- •all parties responsible for parental notification and follow-up be required to do so
- •the Human Services Department give a progress report on the EPSDT program and
steering committee recommendations to the interim legislative Health and Human Services
Committee.
- •that copies of this memorial be sent to each of the departments, agencies, manage care
organizations and other participants of the steering committee.
Significant Issues
SJM 6 makes the following points:
- •approximately 200,000 children are enrolled in Medicaid
- •an estimated 67,000 children are eligible but not enrolled in Medicaid
- •EPSDT is considered to be an effective prevention tool in health care
- •EPSDT offers assessments, physical examinations, lab tests, health education, and a full
continuum of health care treatment for children
- •manage care organization are paid to provide EPSDT services
- •recognizing that many families are not taking advantage of the EPSDT program, a steering
committee was formed consisting of public agencies and managed care organizations
- •EPSDT steering committee has established priorities for improving the program
- •NM town hall has chosen improved participation in and functioning of the EPSDT
program as a very high priority and has established a 90% participation rate by 2002.
