Synopsis of Bill



Senate Bill 490/SPACS creates a course of action for persons who performed forced labor between the years of 1929 and 1946 for the Japanese or German governments or their allies or sympathizers. These "forced labor victims" may bring an action to recover compensation for the labor performed against the person or successor in interest of the person for whom the labor was performed.



Significant Issues



Complainants under Senate Bill 490 may seek compensation for the present value of reasonable wages and benefits and damages for injuries sustained in connection with the labor performed. No actions may be taken after December 31, 2010.
