Synopsis of Bill



Senate Bill 427 appropriates $200.0 from the general fund to the New Mexico Office of Indian Affairs to contract for culturally competent alcohol treatment program.



Significant Issues



The contract service proposed in Senate Bill 427 would provide services for prevention, education, outreach and treatment services for indigent, chronic alcoholics and their families in northwestern San Juan County. According to the OIA, the program would be administered through the Farmington Inter-Tribal Indian Organization (FIIO). The purpose of the program is: 1) to assist Farmington's indigent chronic alcoholic/drug addicted people and their families to participate in treatment and rehabilitation services from the Four Winds Addictions Recovery Center and/or the DWI Treatment Center located in Farmington; 2) to provide care and support services upon release from treatment to eliminate the client's dependence upon the welfare system for financial support; and 3) to restore the client's dignity and strengthen their abilities to function as a contributing member of society.



It is the feeling of the Farmington organization that the inebriate and indigent problem in Farmington involving Native Americans should be placed within the FIIO to ensure cultural sensitivity and an environment for successful outcomes.



FISCAL IMPLICATIONS



Senate Bill 427 appropriates $200.0 from the general fund to be expended in fiscal year 2001. Any unexpended or unencumbered balance remaining at the end of the fiscal reverts to the general fund.



ADMINISTRATIVE IMPLICATIONS



The appropriation in Senate Bill 427 is to the Office of Indian Affairs. The agency will have to negotiate a Joint Powers Agreement with a recognized governmental entity to allocate the funds for this project.
