SUMMARY



Synopsis of Bill



This bill would authorize two additional appointed members to the Gaming Control Board. One individual must be Native American selected by the Governor from a list of three persons nominated by agreement of the tribal gaming nations, tribes or pueblos. The second individual would be appointed by the Governor from a list of three people nominated by nonprofit organizations holding gaming operator licenses.

ADMINISTRATIVE IMPLICATIONS



These positions would be full time employees at cabinet secretary level salaries and would be eligible for per diem and mileage reimbursement. GCB estimates this amount at $205.0 in FY01. The bill does not contain an appropriation.

TECHNICAL ISSUES



The Gaming Control Act may need to be modified to address political affiliation and to update a majority vote of a larger board.



OTHER SUBSTANTIVE ISSUES



GCB notes the potential for these board members to have or be viewed as having a conflict of interest.
