SUMMARY

Synopsis of Bill

SB 338 appropriates $150.0 from the general fund to the NM Office of Indian Affairs for expenditure in FY 01 to contract for emergency management services in the Navajo communities of the state. Any unexpended or unencumbered balance remaining at the end of FY 01 shall revert to the GF.

FISCAL IMPLICATIONS

OIA acknowledges that no additional funding will be required to run this program

ADMINISTRATIVE IMPLICATIONS

OIA indicates that they will have to negotiate a Joint Powers Agreement(JPA) with a governmental agency, such as the Navajo Nation, to allocate the appropriation. The JPA will be managed by OIA. OIA will absorb the administrative burden of managing this agreement.

SUBSTANTIVE ISSUES

The NM Office of Indian Affairs(OIA) reports that the office is currently authorized to allocate to the Navajo Nation $300.0 from the base budget to do similar work in the field of emergency management. OIA mentions that these funds can be used for personnel services, office space, and some emergency care and assistance for Navajo Nation chapters located in McKinley and San Juan counties.

OIA states that, according to the Navajo Nation, the additional funds will be utilized to provide for emergency care and assistance.
