SUMMARY



Synopsis of Bill



Senate Bill 255 appropriates $10,000.0 from the general fund to DFA local government division to provide grants for community oriented policing services. Local governments may use the funds to hire and equip law enforcement personnel, to purchase and maintain crime-fighting technology, and to support other community policing initiatives. DFA is to work closely with the Department of Public Safety to develop grant applications and evaluate proposals for grant awards.



Significant Issues



The AODA states these funds could be used as matching funds for the Community Oriented Policing federal grant program. Many jurisdictions in the state do not have adequate resources for matching funds.





FISCAL IMPLICATIONS



Senate Bill 255 appropriates $10,000.0 in general fund for expenditure in fiscal years 2001 and 2002. The funds provide the revenue for matching grants to local governments statewide. Any unexpended and unencumbered balance remaining at the end of FY2002 reverts to the general fund.





ADMINISTRATIVE IMPLICATIONS



This measure requires the grant program to be administered by the local government division of DFA. Grant applications and the evaluation of proposals are to be coordinated with the Department of Public Safety. DFA reports the administrative impact would be high due to the time and effort required to administer the program.
