SUMMARY
Synopsis of Bill
This bill appropriates $2,500.0 from the general fund to the Commission on Higher Education to purchase science and technology resources, including books, databases and periodicals for public post-secondary institutions.
FISCAL IMPLICATIONS
The appropriation of $2,500.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY01 shall revert to the general fund.
CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP
This bill is related to House Bill 2 and Senate Bill 2 which contains formula funding for two-year and four-year institutions.
OTHER SUBSTANTIVE ISSUES
According to the CHE, a problem for academic libraries has been maintaining and enhancing collections in light of severe library material price inflation. Rising costs have been rapid in the area of scientific publications, many of which are published internationally.
