According to the CHE, a benefit of implementation of this bill would be greater research opportunities.
FISCAL IMPLICATIONS
The appropriation of $1,100.0 contained in this bill is a recurring expense to the general fund for expenditure in fiscal years 2000 and 2001. Any unexpended or unencumbered balance remaining at the end of FY01 shall revert to the general fund.

OTHER SUBSTANTIVE ISSUES
The CHE recommends that the following language be included for all new recurring higher education programs: "The institution receiving the special appropriation in this bill shall submit a program evaluation to the LFC and the CHE by August 1, 2003 detailing the benefits to the State from having this program implemented for a three-year period."
