SUMMARY

Synopsis of Bill

Senate Bill 81 appropriates $166.0 from the general fund to the Energy, Minerals and Natural Resources Department (EMNRD) to develop a cooperative fire prevention program for the Rio Grande Bosque. The bill carries a clause that would require the department to revert any unexpended balance to the general fund.

Significant Issues

The Forestry Division of the EMNRD uses its Inmate Work Camp to complete needed fire prevention projects in the Rio Grande Bosque. The Inmate Work Camp is funded at almost $500.0 annually, and works in areas throughout the state. Additionally, the department has entered into a Joint Powers Agreement (JPA) with the Middle Rio Grande Conservancy District (MRGCD) and the City of Albuquerque to address fire prevention in this area. The appropriation in Senate Bill 81 could be used to augment the existing program by outfitting one or more crews dedicated to the Rio Grande Bosque, year round.

FISCAL IMPLICATIONS

Aside from the appropriation made in the bill, there would not be an additional fiscal impact.

ADMINISTRATIVE IMPLICATIONS

If enacted, Senate Bill 81 would have only a minimal impact on the EMNRD because an existing program is already in place.
