Synopsis of Bill



SB74 appropriates $275.0 from the general fund to the Department of Public Safety (DPS) for expenditure in the fiscal year 2001, for the purpose of contracting for the operation of a statewide program conducted by a law enforcement agency that provides recreational, educational and cultural activities for at-risk youth and their families who reside on Indian reservations and pueblos. An evaluation of the program's effectiveness shall be conducted by the UNM Institute for Social Research. Any unexpended or unencumbered balance remaining at the end of the fiscal year 2001 shall revert to the general fund.



     Significant Issues



DPS reports since the money will be paid by DPS to an agency under contract, and any unexpended amount would be reverted to the General Fund, this bill would appear to have no fiscal impact upon this department. It is unclear as to what portion of the appropriation would be used for the evaluation.





According to the Administrative Office of the District Attorney's, SB74 appropriates monies for a special program for at-risk youth and their families. Programs such as these are scarce to non-existent in some areas of New Mexico and are desperately needed to insure that some form of intervention occurs with this at-risk group.



FISCAL IMPLICATIONS



SB74 appropriates $275.0 to DPS.



ADMINISTRATIVE IMPLICATIONS



DPS reports there may be limited staff time to administer the grant. This could probably occur with existing resources.

OTHER SUBSTANTIVE ISSUES



DPS reports at-risk youth programs have had a profound effect on crime reduction in areas where they have been implemented.
