Synopsis of Bill
House Bill 345 appropriates $1,500.0 from the tobacco settlement permanent fund to CYFD, to support boy's and girl's clubs.
Significant Issues
The bill specifies that the appropriation would be used as follows:
-To improve the motivation, performance and self-esteem of youths;
-to reduce tobacco use, school dropout and teen pregnancy rates;
-develop an environment in New Mexico that promotes healthy lifestyles among youths;
-discourage the initiation of tobacco use; or
-increase the resources and assistance available to boy's and girl's clubs and communities to become tobacco free.
The bill requires that CYFD develop an application process.

House Bill 345 appropriates $1,500.0 from the tobacco settlement fund and is recurring.
ADMINISTRATIVE IMPLICATIONS
The department would be required to establish contracts through an RFP process to meet the intent of this bill, and monitor the programs to ensure that the program criteria is met.
