Synopsis of Bill



The bill appropriates $300.0 to support a breast and cervical cancer detection and control program of direct health care services for women who are diagnosed with breast or cervical cancer.



FISCAL IMPLICATIONS



The bill appropriates $300.0 in general fund in FY01 to the Department of Health (DOH).



The services provided for in the bill are already eligible for funding under the Medicaid program for individuals who qualify, are funded with federal funds, and are eligible for funding under the County Indigent Fund program and the Rural Primary Health Care Act fund.



TECHNICAL ISSUES



The Commission on the Status of Women indicates HB273 seems vague and unclear given that the provisions of the bill state the appropriation is for a detection and control program, but is only for direct health care services for women diagnosed with cancer.



The bill also does not state who would be eligible for services, does not specify services, nor does it request tracking of clients or outcomes monitoring.
