SUMMARY

Synopsis of Senate Floor Amendment

The Senate Floor Amendment #1 strikes "judicial" from the types of offices that are proposed for a system of voluntary public financing of election campaigns.

Synopsis of Bill

House Joint Resolution 5 proposes to amend Article 20 of the New Mexico constitution to establish a system for voluntary public financing of election campaigns for all executive, legislative and judicial state offices by 2006.

FISCAL IMPLICATIONS

Constitutional amendments must be printed and advertised for the general elections, which occur every two years. There is a $17.0 fiscal impact on the general fund which affects two fiscal years because of constitutional amendments that are passed during non-general election years.
