SUMMARY
Synopsis of Amendment
The amendment details how to provide for runoff elections. The amendment states the legislature may, by law, provide for runoff elections for non-municipal officers, municipalities that have not adopted a charter may, by ordinance, provide for runoff elections, and municipalities that have adopted a charter may provide for runoff elections by a charter amendment.
Synopsis of Bill
House Joint Resolution 4 proposes to amend Articles 5 and 7 of the constitution of New Mexico to allow for, but not require, runoff elections in all elections.
FISCAL IMPLICATIONS
Constitutional amendments must be printed and advertised for the general elections, which occur every two years. There is a $17.0 fiscal impact on the general fund which affects two fiscal years because of constitutional amendments that are passed during non-general election years.
