SUMMARY



Synopsis of Bill



House Joint Memorial 75 requests that the Legislative Education Study Committee (LESC) study the dangers and impact of transporting students in a vehicle not designed to school bus construction standards.



The memorial also requires that the LESC report its findings to the Legislative Council by October 1, 2000.



   Significant Issues



The memorial reflects the concerns reported in the recitals: greater injuries and more fatalities occur and are more likely to occur in vehicles not built to school bus standards which are used to transport students to school related activities.



The State Board of Education is the policymaking body authorized to regulate pupil transportation and to authorize or prohibit the use of a specific vehicle to transport students to school related events. SDE staff whose expertise is in pupil transportation should be available to assist LESC staff.



FISCAL IMPLICATIONS



None apparent.



ADMINISTRATIVE IMPLICATIONS



LESC staff, with the assistance of SDE staff, should be able to carry out the request.



POSSIBLE QUESTIONS



The SBE has adopted a rule allowing the use two types of vehicles other than a school bus to transport students to school-related activities. Were any investigatory steps taken to ensure the vehicle approved were "safe" and adequate for student transportation?
