Synopsis of Bill



House Joint Memorial 45 requests that the Legislative Education Study Committee conduct a survey of classified public school personnel salary schedules in New Mexico public school districts and solicit input from affected employees.



The memorial further requests that survey results be used to develop a mechanism for classified public school employees that is similar to the Training and Experience Index in the public school formula for instructional staff.



Significant Issues



Salaries for classified public school employees are currently derived from revenues flowed through the New Mexico Public School Funding Formula. There is no factor in the formula relating to salaries for classified personnel. Consequently, there is a perception the absence of a factor has led to low salaries for classified personnel, and adding a training and experience factor could help local school boards increase salaries for classified personnel. In addition, local school boards might be able to provide professional development activities that classified employees could utilize for both skill improvement and upward job mobility.



ADMINISTRATIVE IMPLICATIONS



Study can be conducted by SDE staff with cooperation from school district personnel.
