Synopsis of Bill



House Joint Memorial 39 requests that the State Board of Education (SBE) in cooperation with the Legislative Education Study Committee (LESC) and the Legislative Finance Committee (LFC) examine local school districts costs associated with expanding the training and experience factor (T & E) to include all graduate credits earned - whether before or after completion of a master's degree and whether a part of the master's program or not.



Significant Issues



The major concern addressed by the memorial revolves around whether credits earned outside a master's program and earned before completion of the degree should be included in a school district's T & E Index. Pursuant to rules adopted by the SBE, such credits may be counted toward a district's T & E Index ONLY before completion of the degree. Once the graduate degree is conferred, the graduate hours outside the master's program cannot be counted. The memorial requests that the cost of allowing these hours to be counted toward the T & E Index be estimated.

ADMINISTRATIVE IMPLICATIONS



SDE staff along with staff from the LESC and LFC can conduct the study with existing resources and the cooperation of local school district personnel.
