SUMMARY
Synopsis of Bill
House Joint Memorial 19 requests the State Library Division of the Office of Cultural Affairs to work with the State Department of Education to report to the Legislative Education Study Committee (LESC) before November, 2000 on improving public school libraries on such areas as library standards, staff certification, and other related issues.
Significant Issues
According to the State Department of Education, researchers have determined that there is a positive correlation between the student academic achievement levels and the quality of the public school library program. The public school libraries in New Mexico are deficient in areas of library collections, staffing, training needs, technology, facilities and funding for library materials, according to a survey released by the New Mexico School Library Task Force.
FISCAL IMPLICATIONS
House Joint Memorial 19 does not contain an appropriation and would not have a fiscal or administrative impact on either the SDE or the OCA.
