Synopsis of Bill
HB467 appropriates $1,650.0 from the general fund to the Corrections Department (CD) as the state match for the $14,850.0 from the federal violent offender incarceration grants fund, for expenditure in the Fiscal Year 2001, to acquire a 400-bed adult male in-prison substance abuse treatment facility located in the middle Rio Grande corridor. HB467 also appropriates $3,000.0 to acquire a 250-bed adult female reintegration facility adjacent to the above facility. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 shall revert to the general fund.
Significant Issues
The Department of Public Safety reports HB467 addresses the needs of the Corrections Department and would have no fiscal impact upon the Department of Public Safety.
FISCAL IMPLICATIONS
HB467 appropriates $4,650.0 in general fund to acquire additional corrections facilities. There is no provision in the bill for operating or staffing costs.
HB467 indicates the appropriation is to match federal dollars, however, it is unclear if there are available federal funds.
