SUMMARY
Synopsis of Bill
House Bill 414 appropriates $25.0 from the general fund to the New Mexico Office of Indian Affairs to contract for development of a plan to establish an early childhood development program. The program would be housed at the Institute of American Indian Arts in Santa Fe.
Significant Issues
According to the Institute of American Indian Arts, the appropriation contained in House Bill 414 would be used to contract services for the development of a plan to establish a training program in early childhood development for Native American teachers and teacher aides.
FISCAL IMPLICATIONS
Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 reverts to the general fund. The appropriation in House Bill 414 is made to the Office of Indian Affairs. If the contract amount for the development of a plan to establish the early childhood development program exceeds $20.0, it may be necessary for OIA to issue a Request for Proposal (competitive bid) for development of the plan.
