Synopsis of Bill



House Bill 386 appropriates $97.2 from the general fund to the State Department of Education to purchase hardbound compilations of the monthly publication called AMIGOS for use as New Mexico culturally based bilingual materials in all bilingual education programs in New Mexico's secondary schools.



Significant Issues



Materials based on New Mexico culture are not easy to obtain because the state's small population is not a lucrative market for publishers who target state's with larger populations where bigger profits may be earned. This bill provides school districts with the funds needed to purchase materials based on New Mexico culture.



FISCAL IMPLICATIONS



The bill appropriates $97.2 to the SDE from the general fund for expenditure in fiscal years 2000 and 2001. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



None apparent.



TECHNICAL ISSUES



The bill appropriates funds to purchase materials for use in all secondary bilingual programs in New Mexico's public schools but does indicate how the appropriation is to be distributed.
