Synopsis of HFl#1 Amendment



House Floor Amendment No. 1 to HAFC substitute for House Bill 380 reduces the appropriation for legislative expenses and the personnel costs associated with the Legislative Finance Committee.



Synopsis of HAFC Substitute



House Appropriations and Finance Committee substitute for House Bill 380 proposes to appropriate funding to defray expenses incurred for the second session of the Forty-Fourth Legislature and the salaries and employee benefits of the Legislative Finance Committee.



Synopsis of Original Bill



House Bill 380 provides funding to defray the costs of the second session of the forty-fourth legislative session, other than salaries and employee benefits. The amount of $500.0 from the General Fund and $113.9 from legislative cash balances is provided for this purpose. The total funding amount is the same as in House Bill 1. However, $113.9 has been reduced from the original general fund amount and replaced with cash balances.



The appropriation from the general fund to the Legislative Finance Committee for expenditure in 2001 amounts to $2,188.1 for the purpose of paying salaries and employee benefits. This amount is the same as originally requested in HB1.



Any unexpended or unencumbered balances remaining at the end of the fiscal year 2001 shall revert to the general fund.



FISCAL IMPLICATIONS



House Floor Amendment No.1 to HAFC substitute for House Bill 380 reduces the appropriation for House of Representative session expenses to $282.5 ($100.0 from cash balances and $182.5 from general fund) and $270.0 for Senate session expenses ($100.0 from cash balances and $170.0 from general fund). The amendment did not affect $2,145.2 for the Legislative Finance Committee staff.



House Appropriations and Finance Committee substitute for House Bill 380 appropriated $313.9 ($100.0 from cash balances and $213.9 from general fund) for the expenses incurred by the Senate and $300.0 ($100.0 from cash balances and $200.0 from general fund) for the expenses incurred by the House of Representatives. Neither of these appropriations will be used to support employee salary or benefit costs.



The HAFC substitute for HB 380 also include a general fund appropriation of $2,145.2 for the salary and benefits for the Legislative Finance Committee staff.
