SUMMARY



Synopsis of Bill



House Bill 361 appropriates $235.8 from the general fund to create and model ten educational access rooms throughout New Mexico and requests the Local Government Division (LGD) of the Department of Finance and Administration (DFA) to develop by rule, an application process for communities and procedures for reviewing and applications and distributing the appropriation. The bill also requires DFA to ensure that the appropriation is expended for educational access rooms that offer a cost-effective initiative that coordinates tutoring, distance learning and parent involvement services at community locations, while providing matching resources.



FISCAL IMPLICATIONS



This bill makes a general fund appropriation of $235.8 to the LGD for the purpose stated above for expenditure in FY01. Any unexpended or unencumbered balance remaining at the end of FY01 reverts to the general fund..



According to the Commission on Higher Education, Tal Net provided documents to the Commission, shown below, indicating a budget for administering and monitoring this grant with KNME-TV serving as the fiscal agent:

RELATIONSHIP



This bill relates to several collaborative information technology projects contained in the CHE capital projects recommendations for 2000-2001 included in SB5 and HB27.



OTHER SUBSTANTIVE ISSUES



According to CHE, its agency received 23 individual information technology funding requests for FY01 totaling $23.2 million. CHE has a collaborative effort with several other entities and the proposal included in this bill was not reviewed by CHE during its process.
