SUMMARY



Synopsis of Bill



HB346 appropriates $150.0 in general fund to the local government division of the department of finance and administration for expenditure in FY2001 to develop a multi-jurisdictional comprehensive master plan for the east mountains and Estancia basin region of Santa Fe, Bernalillo and Torrance counties. The Middle Rio Grande Council of Governments (MRGOC) will serve as project manager. Any unexpended or unencumbered balance remaining at the end of FY2001 shall revert to the general fund.



Significant Issues



ISC noted that the area of interest is growing quickly in population and level of development. Water resources are becoming strained as many potential users compete for control of a limited supply. Each of the counties involved has already committed major time, effort and funding toward planning of portions of the proposed master plan.



FISCAL IMPLICATIONS



This bill appropriates $150.0 in general fund. HB346 will provide the counties with a funding source to coordinate the necessary planning activities in the region.



SUBSTANTIVE ISSUES



In terms of regional water and land plans submitted to the state, ISC has accepted the Estancia Basin Water Plan as complete. Several other plans are still being developed and include the following: 1) MRGCOG /Water Assembly's Albuquerque Basin Water Plan, 2) Bernalillo County's East Mountain Land Use Plan and, 3) MRGCOG's FOCUS 2050 Land Use Plan.

Additionally, OSE is concerned over the absence of provisions in the bill to specify coordination efforts between the state engineer, State Land Office and the Highway and Transportation Department. Without passage of HB346, the engineer believes that continued fragmented planning efforts will continue within the region.
