SUMMARY
Synopsis of Bill
The bill amends the Health Facility Receivership Act's definition of a health facility to add a community-based medical, treatment or residential program providing services funded in whole or part by the department.
Significant Issues
Receivership is an option to protect patients and maintain system capacity.
FISCAL IMPLICATIONS
DOH's Division of Health Improvement has a substantial budget increase within HB2/HAFCS to conduct increased monitoring and quality review of health facilities.
TECHNICAL ISSUES
The Health Policy Commission suggests DOH use its current authority to closely monitor the status of entities it is funding and implement actions, including technical assistance, to avoid or forestall receivership.
