Synopsis of Bill



HB227 appropriates $160.0 in general fund to AODA for the purpose of installing and maintaining enhanced telecommunication lines to the district attorneys' statewide automation network.



Significant Issues



According to AODA, these enhancements are necessary for the district attorneys to conduct legal research via the Internet and to participate in the courts' electronic filing program. Additionally, the agency contends the enhancements were unanticipated when its information technology request was submitted with its FY2001 budget proposal.



FISCAL IMPLICATIONS



HB227 appropriates $160.0 in general fund to AODA for the purpose of installing and maintaining enhanced telecommunication lines to the district attorneys' statewide automation network.

AODA reports the appropriation will not be used to develop a new automation system, but rather to maintain the current automation system which connects the district attorneys to each other and other criminal justice agencies. The appropriation consists of one-time expenses of $55.5 and recurring costs of $104.5.



ADMINISTRATIVE IMPLICATIONS



The bill will have minimal impact on AODA, but it will have a greater impact on the district attorney offices in how their business is conducted.



SUBSTANTIVE ISSUES



AODA claims that without passage of this bill, the district attorneys will be unable to enhance its automation network which will negatively impact the courts' electronic filing program.
