SUMMARY
Synopsis of Bill
House bill 219 appropriates $950.0 from the general fund to CYFD to provide an array of services to children referred or at risk of being referred to the Juvenile Justice Division of CYFD.
Significant Issues
The bill proposes to utilize the funding as follows:
* $150.0 for the provision of community and victim restoration program contracts.
* $150.0 for the provision of family preservation program contracts for children at risk of being removed from their homes.
* $250.0 for contracting for a statewide sex offender program for children including services at Juvenile Justice Division(JJD) facilities of CYFD.
* $250.0 for the purpose of contracting recruiting and training services to provide foster homes to children referred to JJD.
* $150.0 for contracting an urban construction corps program that will teach skills in home renovation and home construction to children referred to JJD.
FISCAL IMPLICATIONS
House Bill 219 appropriates $950.0 from the general fund and is recurring.
ADMINISTRATIVE IMPLICATIONS
The CYFD currently administers programs for at-risk children. The bill would enhance the funding to these programs and allow the department to provide needed services to more children.
OTHER SUBSTANTIVE ISSUES
There are no additional funding for these programs in HB-2. Programs within the Juvenile Justice, Protective Services and Prevention/ Intervention are funded at current FY00 levels for FY01.
