Synopsis of Bill



HB 187 appropriates $200.0 from the general fund to the local government division of the department of finance and administration for expenditure in FY 01 for the purpose of planning and designing a baseball field and infrastructure improvements to Gaeto fields in Albuquerque for flood migration and compliance with the Americans with Disabilities Act of 1990.



Significant Issues



HB 187 does not specify who owns Gaeto fields. If the fields are privately owned , a problem may exist with the anti-donation clause.



FISCAL IMPLICATIONS

House Bill 187 appropriates $200.0 from general fund.



TECHNICAL ISSUES



HB187 appropriates from the general fund and since the purpose of the fund is for capital improvements, it may be more appropriate to utilize severance tax bonds for the project.
