SUMMARY



Synopsis of Bill



HB173 appropriates $275.0 from the general fund to the Department of Public Safety for expenditure in FY01 for the purpose of contracting for the operation of a statewide program conducted by a law enforcement agency that provides recreational, educational and cultural activities for at-risk youth and their families who reside on Indian reservations and pueblos. An evaluation of the program's effectiveness shall be conducted by the UNM Institute for Social Research. Any unexpended or unencumbered balance remaining at the end of FY01 shall revert to the general fund.





FISCAL IMPLICATIONS



HB173 makes a $275.0 general fund appropriation. DPS indicates HB173 appears to have no fiscal impact upon the department since the money will be paid by DPS to an agency under contract, and any unexpended amount would be revert to the general fund. DPS reports it is unclear as to what portion of the appropriation would be used for the evaluation.



ADMINISTRATIVE IMPLICATIONS



DPS reports limited staff time to administer the grant this could probably occur with existing resources.
