SUMMARY



Synopsis of HLC Amendment



The House Labor and Human Resources Committee amendment strikes language that limited services to people with brain injuries in Bernalillo County and allows services to be provided statewide by an organization in Bernalillo County.



Synopsis of Bill



House Bill 172 appropriates $100.0 from the general fund to the Vocational Rehabilitation Division of the State Department of Public Education to contract with a consumer-controlled, community-based organization that provides services to people with brain injuries in Bernalillo County.



Significant Issues



According to DVR, individuals with brain injuries often require a significant support system to function in the community. This bill would provide funding to purchase career development services, peer support, counseling and socialization services.



FISCAL IMPLICATIONS



House Bill 172 appropriates $100.0 from the general fund to the Division of Vocational Rehabilitation for expenditure in fiscal year 2001. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 shall revert to the general fund.



House Bill 2, 23 and Senate Bill 2 include appropriations to the Division of Vocational Rehabilitation to provide a variety of rehabilitation services, including statewide services to people with brain injuries.



TECHNICAL ISSUES



This bill indicates that any unexpended or unencumbered balances remaining at the end of fiscal year 2001 shall revert to the general fund. The Division of Vocational Rehabilitation is a non-reverting agency.
