SUMMARY



Synopsis of Bill



House Bill 34 amends Section 31-21-10 NMSA 1978 to provide that any person convicted of a capital felony or two violent sexual offenses shall not be eligible for parole and shall remain incarcerated for the entirety of his or her natural life.



FISCAL IMPACT



According to Department of Public Safety analysis, the elimination of parole will increase the length of prison sentences at a substantial increased annual cost. AOC, AODA and PDD report increased costs of litigation as a result of this legislation.
