SENATE FLOOR AMENDMENT number _______ to SENATE BILL 47, as amended

1. Strike Senate Finance Committee Amendment 1.

2. On page 2, line 13, strike "oversight" and insert in lieu thereof "advisory".

3. On page 4, line 15, strike "2002" and insert in lieu thereof "2001".

4. On page 4, line 19, after "C." insert "In fiscal year 2001 the annual distribution to the youth development grant fund shall be three-fourths of one percent of the amount appropriated to the next generation trust fund in fiscal year 2001, and the distribution is appropriated to the department for use by the department and the council for administration of the Next Generation Trust Fund Act.".

5. On page 5, line 7, after the period strike the remainder of the line, strike all of line 8 and strike line 9 through "and" and insert in lieu thereof "Money in the youth development grant fund in excess of the amount appropriated for administrative purposes shall be appropriated by the legislature for youth development grants pursuant to recommendations by the council".

6. On page 5, line 19, after "A." strike the remainder of the

line, strike line 20 and strike line 21 through "process" and insert in lieu thereof "The council shall design and implement a youth development grant assistance program that will provide for an application and recommendation process and funding of grants by the legislature".

7. On page 6, lines 12 and 13, strike "requests for proposals, review and approval of grant applications" and insert in lieu thereof "applications for grants, review of applications, recommendation of grant applicants to the legislature for funding".

8. On page 6, strike lines 22 through 24.

9. On page 7, line 4, strike "used" and insert in lieu thereof "appropriated by the legislature for use".

10. On page 7, between lines 8 and 9, insert the following new subsection:

"D. The council and the department shall report annually to the tobacco settlement revenue oversight committee or other appropriate interim committee on the youth development grant assistance program and make recommendations for grant awards. The interim committee shall propose legislation annually to fund grant programs and entities and shall monitor and oversee the youth development grant assistance programs and any other youth development activities of the council pursuant to the Next Generation Trust Fund Act.".
