AN ACT

RELATING TO PUBLIC SCHOOLS; CREATING A PILOT PROJECT TO TRAIN TEACHERS HOW TO SUPPORT ENGLISH LANGUAGE SKILLS DEVELOPMENT FOR STUDENTS WHO ARE NOT PROFICIENT IN ENGLISH; MAKING AN APPROPRIATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. TEMPORARY PROVISION--ENGLISH LANGUAGE SKILLS SUPPORT PILOT PROJECT--GALLUP-MCKINLEY COUNTY SCHOOL DISTRICT.--The state department of public education shall establish a pilot project in the Gallup-McKinley county school district to provide training for teachers to enable them to support English language skills development for students who are not proficient in English. The pilot project shall operate until June 30, 2002. The department shall establish guidelines for the implementation and evaluation of the pilot project. The school district shall provide periodic reports as required by the department. The department shall report on the pilot project to appropriate legislative interim committees by September 1, 2002 and to the legislature, the state board of education and the governor by December 1, 2002, including the evaluation of the project and recommendations for continuation or expansion of the project.

Section 2. APPROPRIATION.--Two hundred thousand dollars ($200,000) is appropriated from the general fund to the state department of public education for expenditure in fiscal years 2000 through 2002 to implement the teacher training pilot project provided for in Section 1 of this act. The department shall not use any of this appropriation for administration. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.
