MAKING AN APPROPRIATION TO WESTERN NEW MEXICO UNIVERSITY FOR CHILD DEVELOPMENT CENTER PROGRAM NEEDS; DECLARING AN EMERGENCY.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--Three hundred seventy-five thousand dollars ($375,000) is appropriated from the general fund to the board of regents of western New Mexico university for expenditure in fiscal years 2000 and 2001 for the purpose of funding child development center program needs at western New Mexico university. Any unexpected or unencumbered balance remaining at the end of the fiscal year 2001 shall revert to the general fund.

Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
