MAKING AN APPROPRIATION FOR AN INVENTORY AND DATABASE OF DOMESTIC AND LIVESTOCK WELLS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATION.--Two hundred thousand dollars ($200,000) is appropriated from the general fund to the office of the state engineer for expenditure in fiscal years 2001 and 2002 to inventory, update permit information and establish a database on all domestic and livestock wells. The state engineer shall publish notices in each county and otherwise inform citizens through state and local government offices and agricultural, environmental, civic and other organizations throughout the state that all well owners are required to submit information on all their domestic or livestock wells, including active and abandoned wells. The information solicited shall include well location; extraction method; purpose of well; whether the well is active or abandoned; the year, if known, when the well was drilled; if applicable and if known, the year the well was abandoned and why; and other information as determined by the state engineer. The state engineer shall provide forms and a process for the collection of the information. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.
