AN ACT

MAKING AN APPROPRIATION FOR HIGH SCHOOL EDUCATION PROGRAMS TO PROVIDE COMPREHENSIVE CAREER EDUCATION OPPORTUNITY SYSTEMS FOR STUDENTS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--

A. One million dollars ($1,000,000) is appropriated from the general fund to the vocational education division of the state department of public education for expenditure in fiscal year 2001 to provide comprehensive career education opportunity systems that prepare students for employment in high skill and high wage jobs through a planned program of study leading to a two-year post-secondary degree or certificate program. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 shall revert to the general fund.

B. Money from the appropriation in Subsection A of this section shall be used to:

(1) implement or improve technical education programs that develop employability skills;

(2) prepare students to achieve national skills standards leading to two-year degrees or certifications in chosen high-technology career fields;

(3) upgrade or purchase equipment and materials meeting industry standards;

(4) implement performance-based accountability reporting; and

(5) meet maintenance of effort requirements pursuant to the federal Carl D. Perkins Vocational and Applied Technology Education Act.

C. Funds shall be awarded to public high schools through a competitive application process based on criteria established by the vocational education division of the state department of public education.
