Honorable Speaker and Members of the House:

I have this day SIGNED HOUSE BILL 5, as amended, with emergency clause, enacted by the Forty-Fourth Legislature, First Special Session, 1999, but have VETOED the following item or items, part or parts:

On page 13, I have vetoed all of lines 17 through 20. This language would have established an arbitrary allocation of supplemental bond proceeds in permanent statute. This provision has been removed so that the State Board of Finance may issue bonds in consideration of the viability of authorized projects and available bonding capacity.
