A JOINT MEMORIAL

REQUESTING THE TAXATION AND REVENUE DEPARTMENT TO DEVELOP PROCEDURES TO ENSURE ACCOUNTING AND DESTRUCTION OF UNUSED MOTOR VEHICLE REGISTRATION VALIDATING STICKERS.



WHEREAS, the taxation and revenue department supplies motor vehicle registration validating stickers to field offices, motor vehicle dealers and other agents; and

WHEREAS, validating stickers can only be given legally to registrants for full twelve-month terms, and agents are supposed to destroy unused validating stickers at the end of each month;

WHEREAS, because of the department's lax security, it is possible that an agent or other person could sell or give away unused validating stickers;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the taxation and revenue department be requested to investigate the potential for unlawful validating stickers and develop procedures to accurately account for validating stickers and ensure that unused validating stickers are properly destroyed; and

BE IT FURTHER RESOLVED that the department report its findings and recommendations to the revenue stabilization and tax policy committee by October 15, 1999; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the taxation and revenue department.
