SUMMARY



Synopsis of Bill



House Bill 416 appropriates $130.0 to the Health Policy Commission to develop and establish regulation standards for health care definitions and electronic data exchange. This is to improve the efficiency of the health care system and state government by standardizing data definitions for administrative simplification. The bill also provides for developing standards to exchange health care data electronically.



Significant Issues



According to the Agency, federal legislation requires health care entities to adopt minimum health data and electronic exchange standards for some healthcare claims/insurance transactions.





FISCAL IMPLICATIONS



The bill appropriates $130.0 from the general fund for expenditure in fiscal year 2000. Any unexpended or unencumbered balance remaining at the end of the fiscal year 2000 will revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



According to the Health Policy Commission, HPC will be required to contract for personal services to review existing state and federal legislation, existing standards, and definitions to facilitate the development of standards with private and public health care entities. Administrative activities will be absorbed by the Health Policy Commission within their existing capacity.
