SUMMARY



Synopsis of Bill



House Bill 192 appropriates 100.0 from the general fund to the Department of Health for the purpose of implementing a school-community clinic pilot project in Dona Ana county. The major responsibilities of the clinic are to disseminate health information and to immunize individuals for influenza and hepatitis B.



Significant Issues



This pilot project is the result of testimony taken at the interim Legislative Health and Human Services Committee. This pilot would attempt to demonstrate this approach as a low cost vehicle for improving access to the health care system.





ADMINISTRATIVE IMPLICATIONS



Administration of this pilot project is within the budgeted capacity of the Department of Health.



OTHER SUBSTANTIVE ISSUES



There are other possible additions to the scope of this pilot project that would make the approach more comprehensive and provide more service to the citizens who would utilize these services. Such items as medicaid enrollment, mental health and substance abuse services, smoking cessation, and diagnosis and treatment of minor illnesses would add significantly to this effort.
