FOR CHANGING THE PURPOSE OF A SEVERANCE TAX BOND APPROPRIATION FOR WATER PIPELINE FROM THE SACRAMENTO MOUNTAINS TO ORO GRANDE IN OTERO

COUNTY.

The severance tax bond proceeds appropriated to the department of environment pursuant to Subsection YY of Section 9 of Chapter 118 of Laws 1998 to acquire rights of way and plan, design and construct a water line from Camp Oro Grande to Oro Grande in Otero county shall not be used for that purpose, but are appropriated to the department of environment to replace and lay water pipeline from the Sacramento mountains to Oro Grande in Otero county. Any unexpended or unencumbered balance remaining at the end of fiscal year 2003 shall revert to the severance tax bonding fund.
