1. On page 1, line 14, after "FORCES" insert "; DECLARING AN EMERGENCY".

2. On page 4, line 5, insert "Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.".,

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
