Mr. Speaker:

Your APPROPRIATIONS AND FINANCE COMMITTEE, to whom has been referred

HOUSE BILL 115, as amended

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 1, line 13,strike "MAKING AN APPROPRIATION".

2. Strike House Education Committee Amendment 1.

3. On pages 3 and 4, strike Section 3 in its entirety.

4. On page 3, line 7, after the second dash, strike the remainder of the line and strike lines 8 through 19 in their entirety and insert in lieu thereof:

"The number of program units for teachers certified by the national board for professional teaching standards is determined by multiplying by one and one-half the number of certified instructors employed by the school district on or before the fortieth day of the school year and verified by the department. Department approval of these units shall be contingent on verification by the school district that these teachers are receiving a one-time salary differential equal to or greater than the amount generated by the units multiplied by the program unit value during the fiscal year in which the school district will receive these units."".
