AN ACT

MAKING AN APPROPRIATION TO PROVIDE MATCHING STATE FUNDS TO THE NAVAJO NATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--Three million dollars ($3,000,000) is appropriated from the general fund to the human services department for expenditure in fiscal year 2000 for the purpose of contracting with the Navajo nation to provide cash assistance and services to individuals qualified to receive temporary assistance for needy families. Expenditure of this appropriation is contingent upon approval by the United States department of health and human services of a Navajo family assistance plan. Expenditure of this appropriation is contingent upon certification by the secretary of human services to the secretary of finance and administration that the Navajo nation has entered into an agreement that provides for appropriate administrative and accounting procedures and oversight by the human services department to ensure that expenditure will meet all federal and state requirements for maintenance of effort. The appropriation shall be reported by the human services department as maintenance of effort. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.
