Honorable President and Members of the Senate:

I have this day VETOED and am returning SENATE BILL 653, as amended, enacted by the Forty-Fourth Legislature, First Session, 1999.

This bill is a companion to Senate Bill 654, as amended, which I have vetoed. This bill intended simply to distribute the increase in revenues that would have occurred had Senate Bill 654, as amended, become law. Since there is no tax increase to distribute, Senate Bill 653, as amended, is unnecessary.
